v0.1.0 is a provider-neutral Go CLI with a Matomo provider that manages matomo.goal. The plan engine must never mutate. Local identity state is agoraform.state.json beside the manifest. Remote backends, workspaces, locking, encryption, and destroy are out of scope.

The CLI entrypoint is cmd/agoraform. Provider-specific API behavior belongs in the Matomo provider package. Tests must not call production Matomo accounts.
